避難路の整備
中土佐町では沿岸部を中心に、津波が来た場合、迅速に高台に避難するための避難路を76本整備しています。
これは住民による要望により場所が決められ、年間を通じての草刈りなどの管理も住民による自主防災組織を通じて行われています。

全国トップクラスに頑丈な
津波避難タワー
久礼地区の避難困難地域をカバーし、最大級の揺れや津波にも耐える強固な構造になっています。
雨水貯留装置や太陽光発電システム、非常用手巻き式ゴンドラも備え、非常用鍵箱は震度５以上の揺れを感知すると、自動的に空き、各部屋の鍵を取ることができます。一部は通常時も開放しているのでお散歩がてら見学してみて！

住民主体の
自主防災組織
各地区で自主防災組織を作り、その土地をよく知る住民が主体で「避難計画」を作ったり、避難路を管理したり、備蓄倉庫に避難グッズを備蓄したりする活動に中土佐町から補助金を出しています。
自主防災組織は地域の自治体（常会）と連携して避難訓練をし、また、社会福祉協議会とも情報を共有し、独居老人や障がいのある方をいかに非難させるかなども各地域ごとに日々検討されています。

大きな津波が発生した場合、古い空き家が崩れ、瓦礫となり、避難を妨げたり、被害を拡大させたりする可能性があります。
そのため、中土佐町では主要避難道を中心に、古い空き家を撤去するための費用を補助しています。

古い空き家同様に古いブロック塀も、大きな地震の際には崩れて道を妨げたり、怪我などの被害の可能性があります。
中土佐町ではそういった危険なブロック塀を撤去するための費用の一部を補助しています。

住民有志による
消防団
消防団は、消防本部や消防署と同様、消防組織法に基づき、それぞれの市町村に設置される消防機関です。 住民有志により組織され、地域における消防防災のリーダーとして、平常時・非常時を問わずその地域に密着し、住民の安心と安全を守るという重要な役割を担います。
火災だけでなく、災害時にも地域の安全を守るために消防本部の指示の下に出動します。
